Javier Matías Henríquez
Consultant in innovation, artificial intelligence and leadership, with legal and strategic judgement, with over two decades of experience. Holder of a Master of Science in Education, specialising in School Management, based in Santiago, Dominican Republic. I work in Spanish and English.
More than twenty years advising Santo Domingo Cyber Park and the technology companies based there. Ten leading ITLA’s Northern Region. Three at the head of Santiago’s business and industry association. My work has always sat at the same point: where technology meets institutions and the people who have to decide. At the Cyber Park, advising the administration and the companies based there falls under the same contract: that means seeing from the inside how one institution decides and how dozens of companies decide. They are different views of the same question: how a country builds technological capacity.
In 2021 I served as CEO of the Asociación de Comerciantes e Industriales de Santiago (ACIS), working from the private-sector side: with business owners and merchants who needed concrete results, not diagnoses. That combination — public institution, technical academia and private sector — is what lets me step into any of the three worlds knowing how decisions actually get made in each.
That experience rests on a Master of Science in Education, specialising in School Management, and on two international programmes that shaped how I work: Quality Management in Japan (2005) and the Knowledge Sharing Program (KSP) of the Korea Development Institute, in Seoul (2011). That is where the insistence on method comes from, on the detail of the operation, and on not confusing the intention to innovate with having actually done it.
Today I work with institutions and companies across four fronts: AI applied to business processes, legal judgement in technology decisions, innovation and institutional transformation, and leadership and decision-making at executive level. That legal front is not a separate chapter, nor is it the practice of law: I hold a law degree, and that training is what allows me to see where the risk of a technology decision sits before it is taken, and to say clearly when a practising lawyer is needed.
Without a genuine intention to change, change does not happen.
